COP30

COP30 will be held in Belém, northern Brazil, during Nov 10 – Nov 21, 2025. The conference will focus on two main themes: protecting the Amazon rainforest and supporting developing countries that are most affected by climate change. Since the United States is no longer part of the Paris Agreement, other nations are expected to take the lead in providing climate finance.

At COP29, countries agreed to mobilize 1.3 trillion dollars per year by 2035. However, developing countries criticized the plan because it included private investments as well as public funds. They argued that it was unclear how much real public support they would receive.

As the host country, Brazil has proposed a new initiative called the Tropical Forest Forever Facility (TFFF). The fund aims to reward nations that preserve their forests by using investment-based financing. Investors will provide money, and the returns will depend on how well the forests are protected. About four dollars per hectare will be paid, and 20 percent of the funds will go directly to local and indigenous communities.

Brazil plans to raise 25 billion dollars from governments and 100 billion dollars from private investors. There are still concerns about transparency and the involvement of fossil fuel companies. Even so, Brazil hopes that COP30 will become a turning point for global climate finance.

COP30は、2025年の11月10日から21日の間、ブラジル北部パラー州のベレンで開催される予定である。今回の会議は、アマゾン熱帯雨林の保全と、気候変動の影響を最も強く受ける途上国への支援を主要な議題として掲げている。アメリカがパリ協定から離脱した現状において、他の先進国が資金面でより主導的な役割を果たすことが求められている。

前回のCOP29では、各国が2035年までに年間1.3兆ドルの気候資金を動員することで合意した。しかし、この金額には民間投資も含まれており、途上国側からは「公的資金の割合が不明確で、責任の所在が曖昧だ」との不満が相次いだ。こうした批判を受け、議長国ブラジルは新たな資金メカニズムの構築を目指している。

ブラジル政府が提案した「トロピカル・フォレスト・フォーエバー・ファシリティ（Tropical Forest Forever Facility：TFFF）」は、森林保全に成果報酬を与える投資型の基金である。投資家からの資金を活用し、保全活動によって得られた成果に応じて1ヘクタールあたり約4ドルを支給する仕組みである。また、資金の約20％は先住民族や地域社会に直接分配されることになっている。

ブラジルは、政府資金として250億ドル、さらに民間から1000億ドル規模の投資を呼び込むことを目標に掲げている。ただし、制度運営の透明性や資金の配分方法、さらには化石燃料企業がどのように関与するのかといった課題も残る。それでもブラジルは、COP30を「気候資金の新たな転換点」と位置づけ、国際社会におけるリーダーシップを明確に示そうとしている。
